Hello all,
I currently make wardrobes and sell them by contract to other players. I was concentrating on researching steel and wood to get higher qualities of wardrobe to get more profit. Then, I switched and built a technical RC and started researching the wardrobe technology. I've got level 3 right now and am currently researching level 4, but I went to create some wardrobes and the creation screen stated:
Quality = Wardrobes (Quality 0) + Steel (Quality 2) + Wood (quality 2) + Power (Quality 0)
Total = 4/4 = 1
This made me take another look to make sure I wasn't researching the wrong thing by accident. It turns out, I was in fact researching the very Wardrobes I was producing, but it wasn't getting counted for. I've not had any other problems...it's just I'd like my research to get counted. Hope you all can help.

Within each production building there is a menu along the top of the page which contains the following buttons...
Help Quality level Employees Expand Buildings.
Notice that the buttons are Blue when the building is not active? While the building is not active you can press the Quality level button and change the research quality used for production.
If you want to produce Q0 Steel for example you can leave the research quality at 0 and use low quality required products from your warehouse.
If you want to use higher researched quality you will have to change the quality button for each of your production buildings.
In your example if you changed the research quality to 3 it would look like this...
Quality = Wardrobes (Quality 3) + Steel (Quality 2) + Wood (quality 2) + Power (Quality 0)
Total = 7/4 = 1
When you finish each research you have to remember to change the research quality button. After you finish the Q4 research the example will look like this...
Quality = Wardrobes (Quality 4) + Steel (Quality 2) + Wood (quality 2) + Power (Quality 0)
Total = 8/4 = 2
Try this and see what happens. You will only get the maximum quality researched used for this equation, even if you set the quality too high for what you have researched.

Ok, I don't understand why people don't just set all their Q's in their production buildings to 127. If for some reason (constest maybe?) you want to produce a lower quality than your max, then you can change it temporarily. But other than that it would save a lot of trouble and a lot of useless posts here if everyone just set their buildings to 127.
Good thing we quashed this bug and it wasn't a PEBKAC or ID10T error... I change the quality all the time in my mines, factories and contest buildings.
Some items are better at Q0, namely building materials. Some items, such as contest items, require specifics.
If i wanted to pinch a penny, I would set my oil Q to Q8, rather than the Q9 I have researched.
