I understand if we move from a lower lv to higher lv, the overal production output will be slower. I understand there are some upside benefit for the up lv.
Here is the noob part of questions: Should i stay in the low lv as long as possible to keep the highest production level and gain more goods before I up level? Best bang to the buck?

Absolutely, very good.
I could have jumped up to Manager about a week ago if I'd wanted to. Instead I've been saving up raw materials that I'm going to need anyway. Then when I'm ready to level, I will set production for several days, then pick up the extra cash leveling up, then use what is in the warehouse (undergoing large expansions, etc) until I am a good jump over the level cap.
