How can i produce water and steel?

water: well - only power and money are needed for this (power from a power plant)
steel: factory - you need iron ore, chemicals (made out of minerals) and coal for it so you also need some mines or buy that items from the market or other players

And perhaps you should have a look at the help menu in game.
