As for final quality, it will sell quicker in shops, or you can sell it for more.
You should read the FAQ Help in game again. It gives a pretty good explanation about this.
Gas has 3 inputs. Oil, Power, and Gas Research.
If your Oil is 0, your Power is 0, and your Gas Research is 4, then your result will be:
0 + 0 + 4 / 3 = q1 Gas produced.
If you go up to q10 research, you will make
0 + 0 + 10 / 3 = q3 Gas.
The "Quality Level" in your factory is useful for setting low if you want to force a lower quality (for example, I could make q4 wool but I have to set it lower to make q2 for the contest). But the Factory quality level only matters if it's lower than the research. And you usually don't want to limit it like that. So I usually set Factory Quality Level to 127 and don't worry about it anymore.
