Unless im just not understanding something. I researched cotton and i have a Q2. When i sell my cotton in the market, its still labeled as Q0

Cotton has three elements

Cotton tech+Seeds+Water so you need to divide your tech by 3.

So if you have Q2 cotton tech and Q0 seeds you will only produce Q0 as you only have 2 Q points and you need 3, you would need Q3 tech or your Q2 tech and Q1 seeds in order to produce Q1,

Personally though Q0 cotton i easier to sell than Q1.
