build wells to produce water, in Oman or Saudi Arabia. Also, build power plants to supply your wells with power needed to produce water.

Produce oil in wells, it is twice more profitable.

Yes, that is true, oli production IS more profitable to produce and distribute to others, BUT at this moment, only profitable oil is the high-q one, because there is no one in the realms that is ready to accept low-q oil due to production of high-q gas. My advice is to combine water production and distribution with parallel oil research and when you hit high enough oil quality, just switch to oil.

If you can sell oil for 130-140, produce Q0 oil and buy water from NPC.
At the moment, on the market, oil is 160-170c for Q0.

I also buy quality 0 oil...

its a very good product to produce... makes you allot of money...

plastic market is really strong at the moments so allot of quality 0 oil is needed..
