No, not really. It's personal opinion, when you think it's time.

Well... If you're a retailing company, Then when you're out of products to retail (supplier is running late, or you have none at the moment) you can spend this time to expend a little :)
Every time you have 'too much' money and you have nothing to do with it, you should expend or buy a building :)

Once you have filled all your building slots expansion is a must. Your company will tick over better if you make small expansions on many buildings rather than a big expansion on one.

Yeah, for example a 5k Food Factory produces half as much as a 20k food factory...

What Podge said. After that...

...I expand when in need of it. I try to have a balance between sales and production. That is working much better on R1, where I expand whenever I like - with strict plans.
R2 is a different story. I didn't realize I was actually stockpiling my products, so now I have cut down on production in favour of sales and cautious expansions to get some balance.

If you have too much of a product, expend the producing buildings.
When you don't have anough of that product, expend the retailing buildings :)
Every some time you'll have to do one of the two. no balance ftw.

Expanding also helps you stop from leveling up due to too much cash, which is beneficial since leveling up makes you lose a bit of production etc.

So if you don't want to level up, use the money to expand or to buy expanding materials for the future. :)

Isn't that backwards?
If you have too much of a product you need to sell, not produce more.

('enough' and 'expand', Ili)

When you level, it takes you more materials (more money) to expend!
