Is power a resource?

Exactly what the title suggests. Does power count as a resources? ie if ia buld a factory to produce power in a farming area would i get 25% increase in production?

(im asking beacsue i would expect a farming area to help seeds etc, not power.. but then i thought thta power is a resource.. so a bit confused)
