when you lack a item to produce something else, the system tell you what is lacking and propose to buy it on the market.
there is no such thing with building extension. the sys tell you what you need but not what you have not. nor do it propose to buy it.
you could use the same mecanic to extend the product shortage process to the building shortage process
raw materials shortage
