Hows about big companies allowing smaller companys to buy shops under a franchise agreement. The smaller company would pay the larger a fee to operate their shops and use their brand and product. The smaller company would simply operate the shop and take a percentage of the income

Why? There is no level penalty for retail stores, unlike factories. It won't do anything for either company.
