Stones are a contruction material, there is no point in having Q15 stones.
Water and Power are there precisely so that final quality doesn't raise in steps of 1, but of 0.333, or 0.25, depending on the product. It's not a mistake from the dev that should be "corrected" with a suggestion. It's how their tests showed the game mechanics would be balanced and work as intended.
It's also that principle, which allows the research on semi-products to be less efficient than research on the final product directly. Which is also a very good thing, because good glass never was the primary quality consideration of shoppers with a bottle of milk on their grocery list, or the plastic of the container for those buying detergents, etc. It's pretty obvious that these elements can't reasonably all count equally towards the final product. For now, Q0 water and power is how they're diluted. What is your suggestion to replace them and their role, should they stop having a Q of 0 ?

Adding quality to power and water can have many short-term and long-term effects on the economy and push it off balance and the market will take days or even weeks to become stable once again. Contests always have some effect on the market in some way but qualities in power and water will have the same effects on the market except the effect will become permanent and can cause drastic effects on player's building structures as well. I have made a chart of all the maximum final qualities if a player has 127 research for all products that could be researched, the final qualities are based on if power or water is required thus making it easy to control the balance of the game with Q0 Power and Water. Once I added the ability of being able to research Q127 Power and Water, everything has turned inside out and eliminated any possible control over the max final Q on ALL of the products. With Q127 research for power and water, it is possible to reach a final Q of 127 for every product in the game which shows no balance at all in the market once players start researching.
A shorter version of what I think will happen if Quality Power and Water is added. Add quality to power and water, everybody will need to adjust short term and long term and the market will also have drastic effects as well since it becomes very, very easy to reach higher qualities.
This is a very bad idea and ruin every bodies' hard work that was put in to become one of the best.

i agree so. i will open a topic with the idea i show here of produce some thing with quality high than zero you have to modern the building (like a expand of quality). you need not only reasearch the quality of the product you have in the building the right machinery,tools and equipment to build in a higher quality.
example:
research steel 1 now you know how to produce q 1 steel and you will upgrade your building to build at quality one. it will work like a expand the companie at the same size of the companie. this will make more fun in the building market since will pursuit building of quality and you can choice bought building with quality to you produce instead of research, the detail is you cant upgrade without research only bought buildings. this will create a new market and dynamic the economy. since manager can buy buildings or sell.
so the building will have now expand and upgrade. when he upgrade will cost a amount he have to pay for and need materials like steel in the same amount of a expand and only after did all the upgrade will be able to produce at quality one.

This may completely unbalance the current realms but it will be less devastating if it was implemented on a brand new realm. Like a Kapilands Version 2.0 so it will be separate from existing realms to keep things normal for those realms and the new realm will have the new features so the new features will be "normal" for the new realm. Then after this new feature is tested on a new realm, they can then decide whether to keep this feature in all the new realms or use the exact same features from the older realms. This way a wider range of people will be satisfied.
it could be avaliable only for manager and above, so the old ones will have time to change and taste it.
