The small quests in the special buildings should allow all qualities and also mixed qualities.

Since it uses end-products its often hard to find the needed goods all in Q0.

I just did the first quest in the homeless shelter and out of all the things i submitted for it, i only think one was q0.

As to mixed qualities it would be a nice addition.

...all qualities are possible, you are just not able to mix them...

(e.g.: one kind of product q3, the next one q2... is possible, you just cannot send several qs of one product...)

Then the suggestion is to be able to use mixed Q.
