Reading the suggestions on the Forums, I get the feeling that many new ideas are terminated because they would have a negative impact on game revenue.
My thought is that, if there were for-pay 'licenses' to operate certain businesses, this might alleviate that concern.
Think of a new item like an expansion pack or Downloadable Content (DLC). A developer creates a new item for the same game, and sells it for a profit on top of the original price for the game. In this situation, there isn't any real advantage because most of the time this would be new business lines (so, say, "Aircraft Manufacturing" was added - everything inside that line, assembly, sales, technology, etc.) would require the "Aircraft License." Without it, the player couldn't play.
This could a) drive more revenue for the developers (who certainly deserve it), b) help keep long-time players around because the game would keep expanding and c) not penalize non-paying players for not being able/wanting to pay to play.
Just a thought.

I dont like it because half of the brilliance of Kapilands is that there is not that much difference between paying and non-paying but there is still a fifference. The likes of runbescape you play to a point for free then it gets boring unless you pay a fortune.

It's an interesting suggestion, but one of our principles is, to make the games playable without additional downloads, so you can play anywhere and everywhere you want.
Downloads and their installations generally cause problems as well, and our attempt is to cause the players as little problems as possible.
