Where you build you power plant (or any other factory) does not depend on the production price. It depends on the profit you can make and the time you need to produce it.
Example1: If I sell power for 0.14, the profit in green area is 0.13 and in red area the profit is 0.11. In that case my profit in green is 18% higher than the profit in red. But the power plant in the red area produces 25% more power in the same time ---> better to build in red.
Example2: You sell power for 0.1. Profit in green -> 0.09; profit in red --> 0.07. So, profit in green is 28% higher than in red. ----> better build in green.
Personally I think that with a price above .1, you better build your plant in red area.
And now another thing about the price in the first post. 0.03 is far far far far too low for power in realm 2. Yesterday evening There was no power below NPC price at the market. Please think about this price again.
