hiring a builder

Would it be legal for me to hire a manager level builder, sell him materials etc. for below market price and get him to build it for me?

I am large scale already and building costs are rather high:(

I don't think it would be legal for you to sell him materials below cost. It would be legal for them to sell you the buildings as high above cost as you like though (which, if you think about it, opens exactly the same options in terms of "paying them" for both their service and their material expenses).

Yeah, but what if they don't have enough money for buying materials for building a 1000m factory for me? And if they have, then they are not managers any more, which would, frankly negate the point of hiring them as builder in the first place.
