Varying price caps

I just noticed perfumes in France have a price cap at 209, Germany has it at 240 and Turkey at 228. I wonder if this is for cultural reasons (i.e. germans dont use that much cosmetics as turks (and i mean turkish turks not german turks) and especially not even close to what the french use. Or is it just a way to make kapilands more interesting?

on kapilands most people have buildings in germany, and each employee is 1 civilian in kapilands, so germany has more people in it than other countries so the price is higher. same as if you sell something in stores for the same price a german store will sell faster than a french or turkish store

I am not talking about the average prices, but the price cap - the limit of average price.
