The Gas Admin building isn't a "special building" it is an Admin building. (VIP is required.) I could be wrong but I thought there wasn't a level requirement for Admin buildings just a VIP requirement.

You are right.
It is a premium feature.
You can see it under the premium button.

Well, if there are intelligent cows, there must be less intelligent cows as well, even stupid cows.
I wasn't talking about cows in general, I actually like cows, I live in the country so I see them all around me.
Ok, so now we are talking about cows in an online game..

But realy why cant it just be beef. Seing as A cow has greater inteligence then Sally we have to downgrad to Beef so that the cows will not have there revenge
