It's ok for me in the UK
Try resetting your modem and clearing your cache.

This could also be a provider problem. Is your connection generally fine? I have been on Server 2 around the time, and did not have any problems.

I am online in R2 right now. It works and is not even slow.
Hm... please close your R2-window and delete your cache, maybe even eventually your cookies via your internet-browser.
From time to time this can help like wonders.

No virus, spyware etc?
Have you tried scanning for that?

Also, maybe you got something running on the background like antivirus scanner?
I know I have mine set to scan every week automatically, and when it runs I notice speed drops for a while when loading pages and stuff.
