By "wardrobes business", you might mean:

1. manufacture wardrobes

The profit comes almost entirely from research, which you don't have. Wardrobes cost about 2150-2250 to make, depending on how much you pay for wood, and without research, that's about all they're worth.

2. sell wardrobes in shops

This is profitable for anyone, as you could build a furniture store in Germany, buy my Q14 wardrobes for 2800 and sell them for 4200, clearing a full shelf in less than 3 days. However, shops are less profitable than raw materials or finished goods production until your average building size reaches about 8-12k. Raw materials are best until you have some research, then finished goods manufacturing is best until your building are large, at which point shops are best.
