can't accept or decline a contract

when i want accept a contract minerals it say you don't have enough money for this building :S and when i decline it i do nothing!

are you using the add on Kapiskript, because I know in the older version of it (i think it happens with the 1.7 version) when you just click on the accept button it says that you don't have enough money.
