Quality bug report

i'm working on making high quality electronices like computers and printers but then i tryid to make compuer with Q level 2 i make them with level 7 but i didnt reached this level in my RC and the max quality should be 3 at most.
this bug is reproduceable: i have max quality of 0 for printers but then trying to make 1 printer i got level 6 in its quality even then i used lower quality for the needed productes:
500 kwh power { Q0 }
2 kg plastic { Q12 }
1 E-component { Q13 }

If this are the products you used, well then good chance thats the quality you get

Printers q0 + power q0 +plastic q12 + E componets q13 = 25/4 = q6

Even if you have not reasherched it you can still get high quality if you want a q0 product use q0 or q1 platic and E componets
