Well, it is not exactly 10 billion power, but it is 9,675,000,000 (give or take 50 million) The contest will end on the 16th, and there will be 7 lots, with the following amounts:

Lot 1: 1.5billion (1,500 million) power
Lot 2: 1.5billion (1,500 million) power
Lot 3: 1.5billion (1,500 million) power
Lot 4: 1.5billion (1,500 million) power
Lot 5: 1.5billion (1,500 million) power
Lot 6: 1.5billion (1,500 million) power
Lot 7: 675million (give or take 50 million) power

The starting bids on lots 1-7 are 0.19 (making lots 1-6 cost 285million in the beginning) with a minimum increment of 0.01 ( 15million for lots 1-6)

and a buy now of 0.27
