That's from the "Top Quality" listing on the stats page ingame. It still doesn't mean the item they produce is at that quality, of course, because it's just their own research, and not the quality of the mats they use to make the products.
But if you're really curious about highest Q manufactured products around, I believe asking these people about their products is more likely to get you an accurate answer, than hoping they'll all read this thread, and send you a sample =)

i did, and i got no response except from Q 52 and 51 ans they dont produce aso i thought that i would make a thread about it

if u have Q46 oil and gas thats oil Q23 so 46+23/3 = Q23 gas
