While the most widely recognized form of spam is e-mail spam, the term is applied to similar abuses in other media: instant messaging spam, Usenet newsgroup spam, Web search engine spam, spam in blogs, wiki spam, online classified ads spam, mobile phone messaging spam, Internet forum spam, junk fax transmissions, and file sharing network spam".
So now we all know the definition of spam I guess.
But I don't think that is really the issue.
The issue is the annying long list of offers that some companies put on the market.
Personally I don't think you should make such a big deal about it, I would agree with you (00110110) if it would happen on a daily basis by the same companies over and over, but that is not the case.
And how many of the same offers would you consider spam anyway?
3? 4? 5? 10?
And what if I want to sell 1 bill power and decide I will cut them into nice pieces of 100 mil an offer,( that would be 10 offers) so that would not be allowed?
You get to put a certain amount of offers on the market, if people want to spend that amount on only one product they are free to do so in my opinion, even if it is a bit annoying for some of us.

Well Ronintje clearly don't understand it. And if you agree with Ronintje then I guess you share the same understanding.
And wikipedia also says "Spamming, in the context of computer games, refers to the rapid, repeated use of the same item or action."
And this is exactly what I'm seeing at the market, same offer over and over again when there's no need for it.
And there's no clear rule what I know, of how many times you have to repeat something but you know it's spam when you see it.
Edit: And I do see it happen over and over again, same company, and when one does it and it seems ok, then others will follow.
Since this doesn't seem to be a problem big enough, Then I will start spamming offers, and I advice others that wan't to make it againt the rules do the same. Eventually this will have become a problem big enough and something must be done.
It seems that 40 offers is the maximum for me... When you come to the Shipping screen, just press back and press that that button again and repeat, it's faster that way.
