I know what he means, though it wasn't explained all that clearly.
This board, like many, has a "flood control" feature built into the search feature. Suppose you do a search for "kangaroo" and don't find any. So you back up and change the search to "marsupial." If you do this quickly, you 'll be told it's too soon for a second search and you must wait a minute.
This is done to prevent bots from performing DoS attacks and other evil stuff. I assure you I find it at least as annoying as anyone with all the searching I do. But it is probably there to stay because it's a standard protection.
