that an NPC, since there's an NPC, to sell a product that has quality more than 0. or that you can buy a product of the certain npc and choose what quality you want to buy.

Nope, the NPC is there to take care that the price of the basic products doesn't go skyrocketing (great word, but prolly spelled it wrong). If the NPC would offer higher Q's every single player would have to stick below that price adn there wouldn't be such a free market as now.
If you don't like the price of a product, don't buy it.
