Agricultural quality

It seems that I cannot product goods greater than quality 0 unless I somehow get Water quality 1 as my research of fruits and seeds seems to be irrelevant. Am I missing something?

In your production buildings set the "quality" to 127. (Next to the "hire" button.)

Water, stone and power cannot be researched or produced at any quality other than 0. (I am sure you don't have Q1 water because of this.)

ok, am I correct that my 2 options are pumping out a ton of lvl 0 stuff or researching seeds to level 4 and pumping out lvl 2 seed and lvl 1 agriculture?
