On the French Realm I am going into jewelry and I often hear that it is hard to retail Jewelry and there is a specific way to sell them, what is it?

For Diamond Rings you need to watch a few things.
1. The supply and demand. (If supply is over demand things won't sell. If demand is under supply by less than 5k than products will sell very slow.)
2. Average price and quality.
3. The average price and quality you put your items in the store for.
4. Sell enough for a week+.

Every day check #1 to see if you can reset a store with more goods.
Then check to make sure #3 is lower than #2.
Make sure when you refill a store you have at least a weeks, #4, worth of goods. The reason being it take been a week to two weeks before the time is right to refill again.

What would be the recommended rack usage though? Setting it up on French Server and don't know what proportions to use.

A lot will depend on how many jewelers you have and what your supply chain is like. if you are producing your own gold pump all your spare cash into power while the price is good.
