Water and Power Pricing on Realm 2

I know this is an old subject, but it's happening again.

NPC price for water and power is .27

So why are there players, even veteran players, STILL pricing the aforementioned products and services the SAME price? When the NPC does NOT run out of these two items, what engine drives this logic? Let's say a player has 1 billion power for sale, for .27 each. The NPC has 100 million. A player can buy the 100 million, ten times, leaving the player seller in the dust.

Here are three speculations on this particular subject.

1) The player believes that people are too lazy to buy a billion power from the NPC. Because it's 10 clicks vs. 1 click.

2) The player doesn't understand economical competition. In other words, they are either unaware, uneducated, or just plain stupid.

3) The player is trying to monopolize the water and power market, to keep the top power and water producers rich, while keeping the younger and smaller kindred companies placated with promised contractual prices that appeal to them. And the companies who don't play, the monopolizing player(s) will buy their power and water up before the public market can see that there is a cheaper provider.
