Bug with expending buildings (or buying steel...)

When ever I expend a building and don't have anough steel it writes the amount I need, and when I buy that amount from the npc I still need steel (less than the amount I needed in the begining)

So either it calculates wrong the amount of steel I'm missing to expend Or when I buy I get wrong amount of steel.

In the begining I thought I misstyped the number when buying steel, but it happend many times and only with steel.

I had the same until I found out I had quality steel in warehouse and was counting from there. So do you have quality steel in your warehouse?
