Admin Building: Ignore issue.

I tried to set production on several mines today, and I experienced a bug in the process:

Example of what happened
Usually when you have 10 mines, and 8 of them are already in production, you can click "select all" to set production for the last 2, it'll just ignore the other 8 because they are already in production.

But when there's less than about 15 minutes remaining on production, it'll no longer ignore those buildings?
This resulted in the server trying to set all my mines for the new production, even if most of them were still in production.

Reproducable: Well, it happened three times in a row and then I just set the productions 'manually'.
