RGB HEXADECIMAL NOT WORKING

0,0,255
or 0000FF??
there r 3 slots..are they for r,g,b??
then I try to use 0,0,255.. etc.. but its not working..

I tried to use the hexadecimal.. C0C0C0 in one slot.. still not working..
i tried to enter different values on the 3 slots.. but still..

how can I be able to use this??
